The Journal Star story included the following information that the World Herald did not:

At the time of the concert, Ryan said, a dispute was going on over building a new baseball stadium near downtown Omaha, in the shadow of the Qwest Center.

The Qwest Center employee that was said to have given the tickets to Coffey also was said to have had a pending lawsuit in the district court, Ryan said.

The wording of the law was really vague, and I think that it came up in the Unicam and they declined to specifically outlaw it. But they still went after the guy later.
